The National Research Center for Information Technology Security was established.


China Disabled Persons' Federation, Internet Society of China, and China Foundation for Disable Persons initiated and organized nearly a hundred large media websites in China and established the China Federation of Information Accessibility.

By 2005

China had more than 37.35 million households with broadband access, more than the number of dial-up users for the first time. Broadband access became the most popular way to access Internet.

January 17

China Internet Network Information Center (CNNIC) issued the 15th Statistical Report on Internet Development in China in Beijing. By December 31, 2004, there were about 41.6 million computers in total which had access to the Internet in China. There were about 94 million Internet subscribers, 432,077 domain names registered under .CN, and about 668,900 WWW websites. The international bandwidth was 74429 M.

January 28

The Copyright Union of Internet Society of China was founded in Beijing, dedicated to strengthening the industry's self-regulation and promoting the healthy and orderly development of Internet content industry.

February 8

The Ministry of Information Industry issued the Measures on Registration of Non-commercial Internet Information Services. Abiding by the Measures, the Ministry of Information Industry together with 13 government departments such as the Publicity Department of the CPC Central Committee, Information Office of the State Council, Ministry of Education, and Ministry of Public Security jointly carried out intensive registration of Internet websites all over the country. For the registration, three basic databases of ICP registration information, IP address usage information, and domain name information would be created to lay the foundation for strengthening Internet administration.

February 8

The Ministry of Information Industry issued the Measures on the Administration of Electronic Authentication Service.


The Law of the People's Republic of China on Electronic Signature officially came into effect.

May 30

The Measures for the Administrative Protection of Internet Copyright was promulgated.


The China Internet Illegal Information Reporting Center (CIIRC) was established.

August 23

Led by the General Administration of Press and Publication, 7 renowned online games providers such as Sina, Kingsoft, and Shanda jointly issued the "Beijing Declaration" and signed the responsibility pledges of Online Game Fatigue System. It was intended to advocate a healthy amount of playtime and prevent users from becoming addicted to online games.

September 25

The Information Office of the State Council and the Ministry of Information Industry jointly promulgated Provisions on the Administration of Internet News Information Services, effective immediately.

November 3

Premier Wen Jiabao chaired the 5th meeting of National Information Work Leading Group at which the National Informatization Development Strategy (2006-2020) was reviewed and adopted in principle. The meeting concluded that formulating and implementing the national informatization development strategy was a key step to follow the world's informatization development trend and accomplish tasks in the new stage of economic and social development.

January 5 announced its acquisition of On August 4, acquired Bainashengshi and launched wireless blog.

February acquired World of Warcraft China. On August 24, acquired UUme. On December 31, acquired DoNews; In December,, a website for book reviews, movie reviews, and music reviews developed by 1 person and operated by 4, already had more than 50 thousand registered users.

February 18

Shanda suddenly acquired 19.5% of Sina's stock.

February 19

Shanda Technology announced that it had acquired 19.5% of the outstanding common shares of Sina, and intended to keep expanding the acquisition. Sina launched the D-13 anti-acquisition plan, which finally drove Shanda to drop the acquisition action.

February 24

The Bar Master Bar carried out an official reform; it would no longer serve as the official post bar of Baidu to accept and hear site issues; instead, it became a platform for bar masters to carry out activities and communicate.

March 6

Yang Bo opened up, which had users to register on the first day. On April 20, introduced personalized domain name service for users and groups. At the end of September, already had more than 30 thousand registered users, with more than 200 thousand visits per day. In December, the English version of was put online.

March 23

Tianya community introduced the "Main Section Complaint Handling Procedure", and added a "section affair handling" column on each main section. On May 30, Tianya Reading Channel was officially launched. On November 8, Tianya community held a press conference in Beijing, officially announcing its strategic positioning as the "online home of Chinese people worldwide" and launching the new domain name.

March 29

The Information Office of the State Council launched the next-generation network (NGN).

March 31 and China Telecom reached a strategic cooperation agreement to jointly expand their value-added business. In July, signed an agreement with Microsoft to join the online store cooperation project of Windows Media Player.

At the end of March

QQ launched its own blogging service Qzone.

April 15 was launched, one of the first video websites in the world.

April 20

Alipay and international VISA organization formed a strategic partnership.

April 25

Sohu announced the acquisition of G02Map, a leading online map service company in China. On November 2, Sohu launched a public beta version of Blog.

At the end of April

Shanghai TV under Shanghai Media Group was approved by the State Administration of Radio Film and Television to run visual and audio programs for TVs and handheld devices. This was the first IPTV business license issued by the Administration.

May was founded. As the first travel search engine created in China, it was the first website enabling Chinese travelers to compare the prices and functions of domestic flights and hotels online.

May 18

Baidu officially announced the launch of video search service, which provided online watching and downloading of video resources.


Seven international record companies jointly sued Baidu for providing some unauthorized MP3 download links. Under the pressure, Baidu MP3 search service made significant modifications. It would no longer provide direct download of songs by a right click; instead, it provided a pop-up page where users had to click on the link to the song or search for the source link before downloading it, with a copyright statement attached to the page.

July 19

Li Kaifu joined Google and was officially appointed President of Google China. On the same day, Google announced the establishment of a research and development center in China.

August 5 was listed on Nasdaq in the United States, at the issue price of USD 27 per share. On the first day of trade, its stock price started with a gap opening at USD 66 per share, peaked at USD 151.21 and closed at USD 122.54, with a rise of 354%, the highest record on the IPO day on Nasdaq in the past five years since the Internet bubble burst in 2000.

August 11

Yahoo announced its investment of 1 billion US dollars and the entire assets of Yahoo China in exchange for 40% of Alibaba's shares and 35% of the voting rights, and that all of its China business was handed over to Alibaba. This started a precedent in which international Internet giants would hand over the operation of their China business to Chinese local companies.


Qihu company started its official commercialized operation and launched BBS search service.

September 8

Sina announced the launch of a public beta version of Blog, and became the first portal site in China to officially launch the Blog channel.

September 28

Beijing Funshion Online Technologies Ltd. was founded.

November 1

Gu Yongqiang, former Sohu President and Chief Operating Officer, founded Global Union Network Technology Co, Ltd., in charge of 3 million US dollars of "search fund" to search for entrepreneurial opportunities in the new-generation Internet in China.

November 7

Beijing Olympic Games Organizing Committee announced Sohu as the Internet content service sponsor of the Beijing 2008 Olympic Games. This was the first in the Olympic history to establish the sponsorship of Internet content.

China had 1,096,924 .CN domain name registrations, crossing the threshold of one million for the first time. It ranked the first in terms of registrations of country code top-level domain (ccTLD) in Asia, and the sixth in the world.


The Web2.0 concept, represented by the blog, fueled the Internet development in China. The concept also opened up a new development phase for Internet-based media. While it was widely in use, it also gave rise to a series of new social things, such as Blog, RSS, WIKI, and SNS social network.


Someone reported online that Zheng Dashui, former vice director of the Government Procurement Management Section of Suzhou Bureau of Finance, took bribes in government procurement. After receiving the report, the Procuratorate communicated with the informant for more than 30 times, and basically got hold of all the facts about Zheng Dashui's crime, and thus made successful breakthroughs in this case. This showed the positive significance of the Internet in anti-corruption.

May and June

Tianya forum participated in a series of exploration events of Shanghai, Shenzhen, "Watching Henan Online", and "Online Tour Around Charismatic Chongqing" as the only "community + blog" website among the mainstream Internet media invited by the government, marking that Tianya had become the mainstream Internet media in China.

June 30

The campaign for learning Yan'an spirit and publicizing old revolutionary base area, i.e., "2005 Beijing Online Media's Tour to the Red Hometown - Shanxi in Focus", held by the Information Office of Beijing People's Government and Beijing Association of Online Media, was officially launched.


The first blog movie in China was and Zonbo Media jointly developed the blog movie. They jointly invested in the shooting and distribution as well as establishment of a platform for blog movies, which formed a blog movie group.

July 21

China Internet Network Information Center issued the 16th Statistical Report on Internet Development in China in Beijing. By June 30, China had 103 million Internet subscribers, crossing the 100 million threshold, second only to the United States.

September 1

The Fourth "China Internet Conference" was inaugurated at Beijing International Convention Center. The theme of this conference was "expand regional cooperation, seize the opportunity of industry".

November 15

The Fifth Forum of Chinese Online Media was inaugurated in Hangzhou, Zhejiang, and the theme was "online media and harmonious society". At the opening ceremony, all the participating central and local news websites jointly signed an Initiative titled "Making Joint Efforts to Build a Harmonious Society".

November 17

"China Science Fair" ( and "Sichuan Agricultural Information Network" won the "World Summit Award" at the World Summit on the Information Society held in Tunis. This was the first time Chinese websites won such an international award.
