The State Administration of Radio, Film and Television issued Opinions of the State Administration of Radio, Film and Television on Promoting the Mainstream Media to Develop Network Radio and Television Stations (No. 1 document in 2013), calling for upgrading network radio and television stations to a position as important as the development of radio stations or television stations, encouraging radio stations and television stations to combine with broadband Internet, Mscbsc and other new media to develop the network radio and television stations, a new form of radio and television broadcasting institution. It would take the network radio and television stations three to five years to establish them the mainstream position in the new media communication.

Instructions of the State Council on Promoting Orderly and Healthy Development of Internet of Things was issued. The Instructions put forward that by 2015, the large-scale and exemplary applications of Internet of things would have been achieved in the important economic and social areas, a number of key technologies would have been broken through, and the industrial system of Internet of things would have been initially established with the security capabilities significantly improved. In accordance with the Instructions, the National Development and Reform Commission and other departments jointly issued Special Action Plan for Development of Internet of Things (2013—2015), formulating 10 special action plans for the development of Internet of things, and providing the overall goal to be achieved by the industry of Internet of things in 2015.

The State Administration of Taxation issued Administrative Regulations on Network Invoice. The Regulations was put in force in April 1. The network invoice was promoted in the country as a whole for the convenience of e-commerce enterprises to issue invoices. It would play a significant role in safeguarding the state tax collection and standardizing issuance and use of network invoices.

Sina announced that Sina Weibo and Alibaba China signed a strategic cooperation agreement. Alibaba purchased preferred and ordinary shares of Sina Weibo with USD586 million, accounting for about 18% of Weibo's total diluted shares. The State Administration for Industry and Commerce held a symposium on network regulation. Liu Hongliang, marketing director of the State Administration said at the meeting that China's E-commerce Law, already included in the legislative agenda of the NPC Financial and Economic Committee and the NPC Legislative Work Committee, was being drafted. Although no timetable was issued, focuses should be laid on category II legislative projects, which could be "submitted for approval at an appropriate time" if conditions were mature, according to the official interpretation.

In response to inquiries of the media, Yao Jian, spokesman of the Ministry of Commerce, confirmed that relevant departments were studying legislation on taxation of e-commerce, and that the financial revenue management departments would improve the corresponding tax laws and regulations.

Under the guidance of the Ministry of Public Security, 21 Internet enterprises including Alibaba, Tencent, Baidu, Sina, SNDA, Netease, Amazon.cn and so on established the Internet Anti-fraud Committee to advance the collaborative crackdown of the whole Internet on network fraud and build a secure ecosystem for trading.

The Central Bank held a symposium on network credit in Beijing. Representatives from nine P2P platforms including CreditEase, LU , ppdai , Renrendai , Hongling Capital, etc. attended the symposium. On the same day, branches of the Central Bank distributed Questionnaire of Network Financial Development to local P2P platforms, a first effort made by regulatory departments to comprehensively find out the real situation of the P2P industry.

The Supreme People's Court launched the website of Chinese judicial opinions, and actively promoted upload of all judicial opinions in compliance with the requirements.

The Central Bank issued the seventh group and a total of 27 third-party payment licenses with 27 companies such as Sina and Baidu included.

China and the United States determined to set a network security working group under the framework of the dialog on China-US strategic security. On the same day, the first conference of the network security working group was held in Washington, where both sides exchanged ideas on mechanism construction of the network working group, relationship of both countries on network, international rules on cyberspace, bilateral dialog and cooperation measures and other issues of common concern. Previously, the Ministry of Foreign Affairs announced at a press conference on June 14 that the Ministry of Foreign Affairs had set up the Office of Network Affairs to coordinate and carry out diplomatic activities concerning network affairs.

The construction of the "National Exemplary Cities of Next-generation Internet"(CNGI) was carried out, with 16 pilot cities approved so far.

The State Council issued Broadband China Strategy and Implementation Plan, pointing out that broadband network had become the strategic public infrastructure for the economic and social development in China, emphasizing better strategic guidance and systematic deployment, rapid and healthy development of the broadband infrastructure in China, and putting forward development goals in 2015 and in 2020.

The Research Group on Development and Regulation of Internet Finance jointly formed by China Banking Regulatory Commission (CBRC), China Securities Regulatory Commission (CSRC), China Insurance Regulatory Commission (CIRC), MIIT, the Ministry of Public Security, Legislative Affairs Office and other departments under the lead of the Central Bank went to Shanghai and Hangzhou for investigation and research, and visited LU and Alibaba to make on-the-spot investigation on the Internet finance.

The State Council issued Several Comments of the State Council on Facilitating Information Consumption and Expanding Domestic Demand, proposing that by 2015 the information consumption would top RMB3.2 trillion with an average annual growth of 20%, driving relevant industries to produce more than RMB1.2 trillion of new output; the new information consumption based on the Internet reached RMB2.4 trillion with an average annual growth of 30%. The information consumption took the mission to stabilize growth, facilitate domestic demand, and adjust structure of domestic economy. The communications industry stood in the forefront of information consumption. Policies encouraging information consumption included issuance of 4G licenses, national broadband strategy, integration of three networks, mobile Internet and several other key incidents of the communication industry. The policies would be safeguarded by concrete measures.

The Ministry of Public Security announced that Beijing police destroyed Beijing Erma interactive Marketing Planning Co., Ltd., an Internet marketer company, of which "Qin Huohuo"was of the previous employees.

The Intermediate People's Court of Ji'nan City, Shandong Province broadcast live the first instance of the trial of the Bo Xilai case through Weibo, which was regarded by the public opinion as the historical progress of the rule of law in china.

In order to further standardize the Internet Access Service Specifications formulated by MIIT was formally put in force, providing indicators of service and communication quality for the telecommunications operators to offer Internet access services for public users.

On September 9, the Supreme People’s Court and the Supreme People’s Procuratorate issued Interpretation of the Supreme People's Court and the Supreme People's Procuratorate on Several Issues concerning the Specific Application of Law in the Handling of Defamation through Information Networks and Other Criminal Cases. (It was put in force on September 10).

On the afternoon of April 17, Yang, a student at grade nine in Zhangjiachuan Hui Autonomous County, Gansu Province was arrested by the police on suspicion of picking quarrels and provoking troubles. Yang had questioned through Weibo that the case of a county man’s unnatural death had inside story. Dissatisfied with the arrest of Yang, some netizens launched a “cyber manhunt” on Bai Yongqiang, the head of Zhangjiachuan Public Security Bureau, and found in the court verdict made at the beginning of the year the evidence he offered bribes to the vice-director of Tianshui Public Security Bureau. Late at night on September 23, 2013, the Party Committee of Zhangjiachuan County held a Standing Committee meeting, which, according to the proposal of the City Commission for Discipline Inspection, decided to stop Bai Yongqiang’s office as Party secretary and director of the County Public Security Bureau. The Zhangjiachuan incident ended up dramatically: the middle school student was released with the downfall of the director of the Public Security Bureau.

Director Chen Jiaqiang of Hong Kong Financial Services and the Treasury Bureau responded at the Legislative Council that in order to protect investors, the principle of the same right for the same share must be upheld. The rules on listing in Hong Kong prohibited dual ownership.

The final of the First National Marriage Registration and Certification Skills Competition jointly organized by the Ministry of Civil Affairs and Jiayuan was held in Fuzhou. Vice Minister Dou Yupei of Civil Affairs and Wu Lin, CEO of Jiayuan served as award presenters. The fifth session of the 12th Standing Committee of National People's Congress held the first plenary session which approved the amendment on the Law of the People's Republic of China on Protection of Consumer Rights and Interests, which added a minimum of 7-day cooling-off period for consumers to regret and return goods, and enhanced punishment on false propaganda from twofold compensation to fourfold compensation with the third-party e-commerce platform bearing the limited liability. The amended Law on Protection of the Rights and Interests of Consumers would be put in force from March 15, 2014.

The latest Law of the People's Republic of China on Protection of Consumer Rights and Interests was issued, giving consumers the right to return goods within seven days after receiving the goods sold via Internet, TV, telephone or mail. In addition, the law determined protection of personal information, the responsibilities of the network transaction platform, etc. This was the first major change to the law since its implementation nearly 20 years ago.

China LTEv6 Project was launched, which comprehensively promoted the application of IPv6 in LTE network, and strengthened China's independent LTE technology to support IPv6.

From November 9 to 12

The Third Plenary Session of the 18th Central Committee of the CPC was held in Beijing, which required strengthening legal management of networks, accelerating the improvement of Internet management leadership system, forming the joint Internet management force from technology to content, from daily security to crackdown on crimes, thus ensuring security of national networks and information, and maintaining national security and social stability.

The National Bureau of Statistics announced signing of a strategic cooperation agreement with 11 domestic enterprises in e-commerce, Internet, telecommunications, etc. to jointly develop and use big data. The contents of cooperation included joint research and discussion on making standards of application and statistics for big data, including definition of indicators, caliber and so on; joint research and determination of the content, forms and implementation procedures to improve and supplement the governmental statistic data with the data of enterprises. This showed that the government began to work with enterprises to promote the application of big data in the governmental statistics.

MIIT officially issued TD-LTE4G licenses to three operators: China Mobile, China Unicom, and China Telecom. An official of the Ministry of Industry and Information Technology said the three TD-LTE licenses were issued in accordance with the application made by the telecommunications operators. Taking into account the development of LTE technology, the industrial maturity and several other factors, the Ministry would issue FDD-LTE licenses after the conditions became ripe.

The People's Bank of China, together with MIIT, China Banking Regulatory Commission (CBRC), China Securities Regulatory Commission (CSRC) and China Insurance Regulatory Commission (CIRC), officially issued Notice on Prevention of Risk in Bitcoin, prohibiting financial institutions and payment institutions to carry out Bitcoin-related businesses, or price products or services with Bitcoin. The Notice required the Internet sites offering Bitcoin registration, trading and other services to be registered at the telecommunications administrations, practically fulfill the obligation of anti-money laundering, identify users, report suspicious transactions, and strengthen education on the public.

MIIT officially issued to 11 private enterprises the first group of approval of pilot mobile telecommunication resale service (i.e. virtual operator license). The qualifications of pilot operation included virtual operator licenses obtained by 11 Chinese private enterprises including SoShare OnLine, T-World, HiChina Zhicheng, RunTalk, TelLine, HuaTone, Jingdong , Bewinner, Lianlian , Bus-Online. This indicated that the door of the domestic telecommunications market had finally opened. In addition, the Ministry of Industry and Information Technology had already approved that "170" number segment was used exclusively for mobile communication transfer business, which was expected to be issued in May 2014.

The broadband network was included in the national strategic public infrastructure for the first time.

China paid close attention to personal information security and protection. On February 1, Information Security Technology, Guide to Personal Information Protection in Public and Commercial Service Information Systems, China's first national standard on personal information protection, was put in force, marking the legality of China's personal information protection. On June 28, MIIT approved and adopted Provisions on Protecting the Personal Information of Telecommunications and Internet Users which was put in force from September 1, 2013. The implementation of the Provisions could help protect information of telecommunications and Internet users and maintain security of network information.

CNNIC's 33rd Statistical Report on Internet Development in China showed that by December 2013, China had 618 million netizens, a 45.8% Internet penetration rate. The number of mobile Internet users, maintaining the growth trend, reached 500 million. With the gradual saturation of Internet penetration rate, the theme of China’s Internet development had changed from rise in penetration rate to deepening application.
