Regulation of the People's Republic of China on the Disclosure of Government Information was adopted.

January 23

The Political Bureau of the CPC Central Committee collectively studied the development of world network technology and the construction and management of Internet culture in China. Secretary-General Hu Jintao pointed out while presiding over the study that whether we could actively use and effectively manage the Internet and whether we could truly make the Internet a new approach for transmitting advanced socialist culture, a new platform of public cultural services, and a new space of people's healthy spiritual and cultural life were related to the healthy development of the socialist cultural cause and cultural industry, to the cultural and information safety and the long-term stability of our country, and to the overall situation of the socialist cause with Chinese characteristics.

China Internet Network Information Center (CNNIC) released the 19th statistical report on the development of the Internet in China. By December 31, 2006, there were about 59.4 million computers in China which had access to the Internet. The number of Internet users was about 137 million, and the proportion of the number of netizens in the population of the country exceeded 10% for the first time. The total number of domain names was 4,109,020, the number of websites was about 843,000, and the network bandwidth of international export was about 256,696Mbps.

14 ministries and commissions including the Ministry of Culture issued the Circular Concerning Further Strengthening the Management of Internet Cafés and Online Games, which regulated, for the first time, the virtual currency transaction in online games.

March 7

Under the guidance of the Ministry of Information Industry, The State Council Informatization Office, The State Council Information Office and Chinese Academy of Sciences, CNNIC launched national domain name promotion campaign titled "Try .CN for RMB 1".

Beijing Organizing Committee of Olympic Games launched the official ticket website for the 29th Olympic Games, opening it for registration by domestic users. It is an authoritative way for the world to gain a good understanding of Beijing Olympics.

Eight ministries and commissions including the General Administration of Press and Publication, the Central Civilization Office, the Ministry of Education, the Communist Youth League Central Committee, the Ministry of Information Industry, the Ministry of Public Security, All-China Women's Federation, the National Working Committee for the Care of the Next Generation, jointly issued the Notice on Adopting Anti-Addict System for Online Games to Protect the Physical and Mental Health of the Minors.

The Ministry of Public Security issued Administrative Measures for the Graded Protection of Information Security.

The Anti-Junk Mail Comprehensive Treatment Platform of the Internet Society of China was formally opened, and the number of e-mailbox users of the 10 email operating enterprises connected to this platform accounted for over 80% of the total number of e-mailbox users in China.

The National Development and Reform Commission and the State Council Informatization Office jointly released the first E-commerce development plan in China—the Eleventh Five-Year Plan for the Development of E-commerce, which, for the first time, determined the strategy and tasks for developing E-commerce at the level of national policies.

The Blog Service Self Discipline Convention was formally released in Beijing. This Convention advocated the real name registration system. Over 10 renowned blog service providers jointly signed the convention on the site of the release meeting.

Beijing Municipal Public Security Bureau released the cartoon image of "110 Capital Virtual Network Police". When netizens need help, they can simply click the cartoon image and provide their real contact information. An e-mail will come from the case dealing platform within half an hour, informing them of the department handling the case and the progress.

October 15

Secretary-General Hu Jintao pointed out at the 17th National Congress of the Communist Party of China, We should have a comprehensive understanding of the new situation and tasks in China's advance toward an industrialized, information-based, urbanized, market-oriented and internationalized country; integrate IT application and industrialization; strengthen efforts to develop and manage Internet culture and foster a good cyber environment. Clear requirements were put forward to the development of IT application and the Internet.

Seven national standards on information security were formally implemented.

The Eleventh Five-Year Plan for IT Application in National Economy and Social Development was released, which put forward the overall objective of IT application and Internet development of the country in the period of the Eleventh Five-Year Plan, deployed main tasks, arranged major projects and clarified guarantee measures. This was an important measure in accelerating the integration of IT application and industrialization and implementing the scientific outlook on development.

The Notice on Carrying out the Work of Rating the Protection Levels for Telecom Networks was issued by the former Ministry of Information Industry.

The International Olympic Committee and CCTV jointly signed the Agreement on the Transmission Right of the Internet and Mobile Platform in China Regarding the 2008 Beijing Olympics. This was the first time in the Olympic history when new media including the Internet and mobile phones were listed separately into the transmission system of the Olympics as independent transmission platforms.

The Ministry of Finance, the Ministry of Civil Affairs and the State Administration of Sport jointly issued the Circular Concerning the Related Issues of Lottery Organizations Resort to the Internet to Sell Lotteries. The sales of lotteries on the Internet were forbidden and the rapidly growing online lottery sales were stopped urgently.

The State Administration of Radio, Film and Television and the Ministry of Information Industry jointly issued the Regulations on the Administration of Video and Audio Program Service on the Internet.

Baofeng Group acquired StormPlayer, thus establishing Beijing Baofeng Technology Co., Ltd.

Alipay, the third-party e-payment service provider, claimed that over 300,000 companies now supported Alipay, involving virtual games, digital communication, commercial services, and airline ticketing companies, beside the Taobao and the Alibaba.

PPG Clothes (Shanghai) Co., Ltd. (PPG) won altogether an international venture capital of USD 50 million. This kind of B2C new E-commerce direct sales mode without stores or channels reflected the channel value of the Internet and showed the further integration of the traditional industry and the Internet.

The market value of Tencent, Baidu and Alibaba successively surpassed USD 10 billion. Chinese Internet enterprises ascended to the list of the largest Internet enterprises in the world.

The online game market in China saw a dramatic increase in its sales revenue which exceeded RMB10 billion. The total number of online game players exceeded40 million and near 23.6 million of the players were paying for the games.

Starting from 00:00 February 17, Sina launched online broadcast of "China's first spring festival gala of podcast" which lasted 24 hours. There were podcasts from super stars as well as ordinary netizens broadcasted in a loop. The peak number of online users exceeded 1 million, which marked the high popularity of the "Podcast Spring Festival Gala".

People's Daily, the largest comprehensive print media and the newspaper of the CPC central government, formally issued mobile phone newspapers all over the country. It became a landmark event in the integration of modern communication technology and news media.

Baidu video search was launched.

The Chinese version of "Google Docs" was made available. By creating a Google account, users could enjoy the online collaboration services in Chinese provided by Google Docs, which enabled users not only to create online documents, spreadsheets, and presentations, but also to share these files with others for online collaboration.

China Mobile launched an open bid for the pilot commercial network of TD-SCDMA with total value of RMB27 billion, covering eight cities. The Ministry of Information Industry issued two standards of the communications industry, respectively for WCCDMA and CDMA2000.

Beijing Rural Commercial Bank launched "Golden Phenix Online Banking" service, which required the users to enter not only their account name and password, but also their fingerprints when logging in. Beijing Rural Commercial Bank was the first to be approved by China Banking Regulatory Commission to use customers' fingerprints for identity verification.

NetEase changed so.l63.com, its kernel search engine to Youdao Search technology, which was developed independently by NetEase. In December, Youdao Search was officially launched.

Shanda acquired Aurora, an online game developer and operator, and launched three programs, namely, Wind and Cloud, 18, and 20, to promote the Chinese online game industry.

The Internet Society of China published its Internet Industry Report 2007 (first half), and according to the report, youku.com ranked the first among video sharing sites and enjoyed a leading market position in terms of brand recognition, content popularity, and user age structure.

Lenovo launched its "New Rural Strategy" which aimed at bringing IT products into 100,000 incorporated villages in China spread the influence to 300,000 incorporated villages, provide affordable IT products to over 3 million rural residents, and build their ability to use them.

Google China announced that it would deepen its strategic cooperation with Tianya.cn. On the same day, Tianya.cn launched Tianya Wenda and Tianya Laiba, the first Tianya products with technical support from Google China.

Capital Today invested USD 10million in JD.com and initiated a new era of online shopping of home appliances and 3C products in China.

Youku.com was selected as one of "Red Herring's Top 100 Most Potential Technology Venture in Asia 2007" as the only video website to win this title.

Tencent announced that QQ, an online chatting software, saw over 30 million users online simultaneously. By June 2007, QQ had covered 90% of all Chinese netizens and the number of active users had exceeded 270 million.

Funshion launched its super VOD technology based on FSP protocol and became the largest VOD platform all over the world.

Google.cn gained a new ICP license from the Ministry of Information Industry, owned by Beijing Guxiang Information Technology Co., Ltd., a joint venture founded by Google and Ganji.com.

The 2007 China Internet Conference held by the Internet Society of China opened in Bejing. Themed with "Harmonious Network, High Quality Service", it called on ISPs to provide high-quality services, promote green Internet culture, and build an Internet atmosphere that is healthy, harmonious, and beneficial for everyone.

The central transmission backbone network of the national e-government network was launched, which marked the formation of a unified national e-government network framework.

TOM Online was delisted from Hong Kong Stock Exchange and NASDAQ successively, which made it the first delisted China-concept stock.

Report on China's Rural Internet 2007 noted that by June 2007, rural netizens in China had exceeded 37 million with a penetration rate of 5.1%; at the same time, the penetration rate in urban areas reached 21.6%.

Dangdang.com bought out the copyright of Mine, a new album of Li Yuchun, a Chinese pop singer, and stepped into the field of album release, creating the new album sales model that combined online and offline distribution.

Shanghai ZTgame changed its name to Giant Interactive Group Inc., in preparation for an IPO overseas.

Baidu, the largest Chinese search engine, marched into e-commerce by starting the preparations for a new C2C platform.

Ctrip.com announced all-round cooperation with Baidu, the largest Chinese search engine, in hotel search.

Kingsoft, the famous game and software developer in China, went public in Hong Kong Exchanges and Clearing Limited (HKEx) at the price of HKD3.60, expecting to raise HKD626.1 million. which marked the final success of an eight-year long IPO campaign.

The hotel search of Qunar.com covered more than 15,000 hotels. Such a breakthrough enabled consumers to search for the hotels of different levels and categories across China.

Giant Interactive Group Inc. went public in New York Stock Exchange, which made it the first Chinese Internet company to be listed in New York Stock Exchange and the online game enterprise with the highest market value in China.

After a 100-day trial operation, Alibaba Group announced the official launch of www.alimama.com, an online advertisement trading platform, which introduced the concept that "advertisement is a product" and made advertisements tradable for the first time.

November 21

Renren.com reached out to white-collar workers and high-school students. With access to 2,200 universities, 500 companies and 80 high schools, the daily PV of Renren.com exceeded 250 million, with over 9.8 million logins per day. It supported a bunch of functions including blog, group, instant messaging and photo albums and was one of the leading SNSs in China.

Youku.com secured a Round-C investment worth USD25 million, which would be used for market exploration, business expansion, better development of online video products and higher service standards.

Jiayuan.com collaborated with Sina Podcast to build the first video dating platform in China.

Alibaba Group went public in HKEx. At closing of the first day, Alibaba's share value was at HKD 39.5, a surge of 192% over its issue price, and the trading volume reached 536 million involving RMB 17.4 billion, the highest first-day rise that HKSE ever witnessed.

Youku launched "Super G Uploading", enabling users to upload videos up to 1G, breaking the conventional limit of 200MB. The concept of "fast release" was fully materialized

The number of registered .CN domain names reached 9.002 million, accounting for 75.4% of all domain names in China, and the number of .CN websites was 1.006 million, accounting for 66.9% of the total in China. This meant that .CN had become the mainstream domain name in China.

NASDAQ announced that Baidu.com had become part of NASDAQ-100 and NASDAQ-100 average weighted index. It was the first Chinese company to be included in NASDAQ-100.

Vancl secured Round-B investment from Softbank Asia Infrastructure Fund (SAIF), Ceyuan Ventures and IDG.

Culture China, a TV program produced by China Intercontinental Communication Center under the State Council Information Office, was aired by TVB paid channel and TVB-8 in Hong Kong respectively on March 7 and March 12. The program provided a new channel for people overseas to learn about Chinese culture, served as an important platform for foreigners to understand China better.

China News Center was established in Moscow, which served as an important information source for the media and the public to know about "Chinese Year" activities.

The case of "Big Brother" has been settled and his blog was dubbed as "the first blog in the world" in China's stock boom. Wang Xiao, the blogger, was detained in Jilin for criminal offense. The case was defined as a case of "new mass-involving economic crime". This case reflected the new complexion in shaping public opinions.

August 8

"24 Hours in China" Youku Cameramen Relay, was launched. This large video gala promoted the new urban fashion of "cameras are everywhere", claiming the rise of mainstream video culture and groups in China. This was a blockbuster of the Internet industry in China.

From Nov. 22 to Dec. 21

The selection of "Top Ten News of Beijing Olympic Games", "Top 10 Wishes for the Olympics" and "Top Ten 10 Key Words for the Olympics" received over 1.0639 million votes, and more than 7,000 messages from netizens. Participating netizens were from all over China, as well as the Hong Kong and Macao SARs and 49 countries, including the US, the UK, France, Russia, Japan, and Germany.
